Short-Term Health Plans in Tennessee: What the Rules Allow
Short-term plans are cheaper than ACA coverage because they are not ACA coverage. Tennessee follows the federal three-month / four-month structure, and the differences matter more than the price does.
What Tennessee allows
Tennessee defaults to the federal rules on short-term plans. The 2024 federal rule limits new short-term policies to three-month initial terms and four months total including renewals, though federal enforcement of that limit was deprioritized in August 2025. At least six insurers were offering short-term coverage in Tennessee as of early 2026.
Because these rules have shifted repeatedly at the federal level, the durations actually on sale change more often than the statute does. Confirm the current term length with the carrier rather than relying on what was available last year.
What short-term plans do not have to cover
Short-term policies are exempt from the ACA's core protections. They can decline you for pre-existing conditions, exclude those conditions from coverage, impose annual or lifetime dollar caps, and omit essential health benefits such as maternity care, mental health treatment or prescription drugs.
They can also rescind coverage after a claim if the underwriting review finds an undisclosed condition. This is the central difference: an ACA plan is a promise to cover you; a short-term plan is a conditional one.
When they genuinely make sense
A short-term plan is a reasonable tool for a clearly bounded gap: waiting out an employer plan's waiting period, bridging to a Medicare start date, or covering the weeks between losing coverage and a Marketplace plan taking effect.
They are a poor substitute for year-round coverage. Buying one because ACA premiums rose after the subsidy cliff returned trades a known cost for an unknown one, and the unknown is uncapped.
What to check before buying one
Ask specifically whether the policy is renewable and on what terms, what the pre-existing condition lookback period is, whether there is a dollar cap on benefits, and whether prescriptions are covered at all.
Also confirm whether the plan uses a provider network and whether Vanderbilt University Medical Center, Ascension Saint Thomas, Baptist Memorial and Ballad Health participate. Short-term networks are often narrower than the ACA plans sold in the same Tennessee market, and a narrow network at full price is the worst of both.
A qualifying life event may reopen the better option
Losing coverage, moving, marriage, divorce or the birth of a child opens a Special Enrollment Period for real ACA coverage. Before defaulting to a short-term plan because open enrollment has closed, check whether one of these applies to you. Many people buy short-term coverage they did not need.
How this looks on the ground in Tennessee
Short-term policies sold in Tennessee are underwritten, which means the application asks health questions and the answer can be no. That alone distinguishes them from every ACA plan, where you cannot be turned down.
Networks also tend to be narrower than the ACA plans sold alongside them. If access to Vanderbilt University Medical Center or Ballad Health matters to you, verify participation specifically, because a short-term plan that excludes the system you use is inexpensive in a way that provides very little.
Short-term plan questions
Does it count as minimum essential coverage? No. It does not satisfy ACA requirements and does not qualify you for anything that depends on having had continuous creditable coverage.
Will it cover a condition I already have? Generally not. Pre-existing conditions are typically excluded outright, and the lookback period can extend years.
Can it be cancelled after I claim? A policy can be rescinded if underwriting review finds an undisclosed condition. Answer the application questions completely, because an incomplete answer can void coverage exactly when you need it.
